Vigenère Cipher for Windows 8

The Vigenère Cipher is a shift cipher that uses a vector of values as the key. The encryption process takes a given character from the plain text and shifts the Unicode value of that character by a certain value in the vector. The next character is then shifted by the next value in the vector and the process continues until the the end of the vector is reached. Once the end of the vector is reached, the encryption starts using the values at the beginning of the vector again.
